United Property Associates, Inc. (UPA) was founded in 1978 to address the need for quality property management services in Hampton Roads, catering to apartment communities, homeowner and condominium associations, and single-family homes. UPA is a family-owned and operated organization serving Virginia and North Carolina and is predominantly women-owned and led. Debra G. Young, the second-generation owner, serves as UPA's President and CEO.
As UPA has evolved and grown organically, staff has focused on hiring and training professionals dedicated to providing strong and consistent property management, rather than specializing in real estate sales. Our goal is not only to maintain client properties with appropriate funding but also to improve them over time.

Meet the President and CEO:
Debra G. Young is the second-generation owner of UPA. She began her journey with the company as a teenager, where she performed tasks such as filing papers and leasing apartments. In 2009, she officially joined UPA as a Regional Property Manager, and over the years, she was promoted to Operations Manager, Vice President, President, and most recently, President and CEO.
Debra entered the business during a critical time for UPA, when new employee programs and technology were needed to manage the company's growth. Before joining UPA, she held various leadership roles at financial services corporations, gaining valuable experience in creating a strong corporate culture and developing her management skills.
She takes pride in the properties and the improvements made to benefit residents. Debra is committed to enhancing the experience of the association board members who work with UPA. She believes that everyone deserves a nice place to live and a job that offers stability and opportunity. Nothing brings her greater joy than developing new roles for employees and watching them succeed.
Additionally, she is motivated to introduce new programs that strengthen the company's culture and foster better relationships with employees. Debra is especially inspired by those employees who have made a long-term commitment to the company, as they recognize that they have joined an organization with strong values and proven stability.
