Rainbow Municipal Water District
Since 1953, Rainbow Municipal Water District has provided water and wastewater services to support the growth and well-being of northern San Diego County. Governed by an elected Board of Directors and supported by dedicated, professional staff, the District serves the unincorporated communities of Rainbow and Bonsall, along with portions of Fallbrook,
Oceanside, Pala, and Vista. The District focuses on delivering high-quality, reliable services designed to meet the current and future needs of the community.
To serve the community effectively, the District operates and maintains a comprehensive network of water and wastewater infrastructure. Currently importing 100% of its water through the Eastern Metropolitan Water District, the District places a high priority on supply reliability and long-term system efficiency. Daily operations focus on proactive maintenance to stay ahead of issues before they escalate, ensuring the community receives dependable services.

Purpose
Rainbow Water exists to provide safe, reliable, and sustainable water and wastewater services that protect public health and support the quality of life for the communities of Rainbow, Bonsall, and portions of Fallbrook and Vista. Serving a population of roughly 20,000 residents, we take pride in being a trusted local agency that combines small-district responsiveness with regional innovation.
Our purpose extends beyond water delivery—we safeguard resources, support local agriculture, and help build community resilience. From leading the securing a more affordable imported water supply, to developing San Diego County’s first heli-hydrant to strengthen wildfire response, Rainbow Water continuously looks ahead to protect the people and land we serve.
We are proud to serve one of the county’s largest geographic areas—82 square miles and over 340 miles of pipelines—with one of the leanest workforces in the region, driven by the shared values of Teamwork, Responsibility, Innovation, Integrity, and Professionalism.
