Oklahoma Health Care Authority

Oklahoma’s Medicaid program, known as SoonerCare, is administered by the Oklahoma Health Care Authority. SoonerCare works to improve the health outcomes of Oklahomans by ensuring medically necessary benefits and services are responsive to the health care needs of our members. Qualifying Oklahomans include certain low-income children, seniors, the disabled, those being treated for breast or cervical cancer and those seeking family planning services. Insure Oklahoma assists qualifying adults and small business employees in obtaining health care coverage for themselves and their families. OHCA strives to educate and engage our million members regarding personal responsibilities for their health services utilization, behaviors, and outcomes in partnership with a state-wide network of almost 65,000 providers. Purpose

The Oklahoma Health Care Authority (OHCA), which celebrated its 30th anniversary in 2023, administers two health programs for the State of Oklahoma. The largest is SoonerCare, Oklahoma's Medicaid program. In early 2024, OHCA will implement SoonerSelect to better serve members.

SoonerCare works to improve the health of qualified Oklahomans by ensuring that medically necessary benefits and services are available. Qualifying Oklahomans include certain low-income children and adults, seniors, people with disabilities, and those being treated for breast and cervical cancer.

SoonerSelect will be implemented in 2024. It’s a new health care delivery model in which OHCA partners with contracted health and dental entities to coordinate whole-person care for members.

The other program OHCA operates is Insure Oklahoma, which assists small business employees in obtaining health care coverage for themselves and their families. Roughly one in four Oklahomans receive health care services through our network, reaching more than 1.21 million members. We have more than 75,000 contracted network providers who deliver care to our members.
