Oklahoma Health Care Authority
The Oklahoma Health Care Authority (OHCA) administers the state’s Medicaid program, SoonerCare, and the Employees Group Insurance Division (EGID), which provides insurance for employees of state agencies, school districts, and other governmental units in Oklahoma.
Through Oklahoma’s Medicaid program, known as SoonerCare, OHCA strives to improve the health outcomes of Oklahomans by ensuring medically necessary benefits and services are responsive to the health care needs of our members.
OHCA serves more than 1 million Medicaid members and nearly 200,000 public service employees and retirees. It partners with a statewide network of almost 65,000 Medicaid providers and more than 30,000 EGID providers. For more information, visit okhca.org.

Purpose
OHCA primarily oversees two health programs for the State of Oklahoma. The largest is SoonerCare, Oklahoma's Medicaid program.
In early 2024, it launched a new delivery model for many Medicaid members. SoonerSelect, the state’s managed care program, empowers eligible members to select health and dental plans that fit their needs.
In July 2024, the Employees Group Insurance Division (EGID) joined OHCA.
The connection is designed to streamline operations, enhance collaboration and align a shared vision of promoting access to health care needs for Oklahomans.
OHCA also operates Insure Oklahoma and the Office of the State Coordinator for Health Information Exchange (HIE). Insure Oklahoma assists small business employees in obtaining health care coverage for themselves and their families. The Office of the State Coordinator for HIE oversees the state-designated entity for HIE, which connects providers with critical real-time patient information to improve decision-making.
