Harris County Department of Education (HCDE) is a unique educational hybrid serving school districts, government and non-profits in the third largest county in America, supporting more than 100,000 students and 65,000 educators.
HCDE is a model of fiscal efficiency, turning every $1 of property taxes into nearly $5 in services by leveraging property taxes through fees-for-service and grant funds.
HCDE directly serves nearly 30,000 students through Special Schools for children with profound physical, mental and emotional disabilities; Preschools through Head Start; regional after-school programs; the largest Adult Education program in Texas and school-based Therapy Services, which provides 53% of all physical, occupational and music therapy in Harris County schools.
HCDE’s support services include professional development for educators, teacher, principal and superintendent certification courses, school safety audits and training, records management and a national purchasing cooperative that saves school districts and other governmental entities money.

Harris County Department of Education is the last county office of education in the state of Texas. Employees take great pride in the services we provide to school districts, staff, students and governmental entities. We are a unique hybrid of a school district (operating 4 special schools), a non profit organization (providing services funded by local, state and national grants) and a revenue producing corporation (service for fee programs). At its core, HCDE is an organization with employees who are dedicated to the success of students in Harris county schools, the professional capability of educators in Harris County and in general, to improving the quality of life for residents and communities in the greater Houston region. We do all of this for less than 73 cents a month for the average Harris County homeowner by turning $1 of property taxes into nearly $5 of services. HCDE may be small, but the strength, fortitude and dedication of its employees ensures it makes a BIG impact!
