Congreso de Latinos Unidos, Inc. is a multi-service 501(c)3 nonprofit organization founded in 1977 with a mission to enable individuals and families in predominantly Latino neighborhoods to achieve economic self-sufficiency and wellbeing. Congreso has evolved from a grassroots organization into a nationally-recognized thought leader.

Headquartered in Philadelphia, Pennsylvania, Congreso served 15,039 unduplicated individuals in FY19. Congreso is a leading provider of high-quality programs with an expert focus on the Latino community. Its Primary Client Model (PCM™), which ensures a client-centered, data-driven approach to service delivery, is the foundation for Congreso’s nationally renowned emphasis on outcomes measurement.

Congreso’s theory of change, which drives our mission, focuses on a “womb-to-work” strategy, based on the idea that providing integrated quality programming in the areas of parenting, health, housing, education, and workforce development throughout the lifespan will enable youth and their families to achieve economic self-sufficiency and well-being. This strategy will holistically serve clients ages 0-30 with integrated case management services that support children, youth, and their families through every stage of life, beginning with expectant parents. The strategy will be designed to guide youth through early childhood and K-12 education into post-secondary education and/or career placement. Supportive services such as Health, Housing and Parenting will be available at every stage to ensure well-rounded services and integrated case management to guide children, youth, and families through the pipeline, and support them if they get off track. Through the agency’s theory of change process, Congreso aims to develop programming that will maximize the agency’s potential as a multiservice organization by connecting services between departments and divisions in order for clients to receive multiple services in conjunction.
